“As usual, Congress does not want to face up to its responsibilities. The Senate has passed a four-year, $265 billion plan — $37 billion less than the White House proposed — but has no way to pay the bill aside from the fuel tax. The House, meanwhile, has come with a one-year fix by ending most Saturday mail delivery and diverting that money to highways.

The solution is as obvious as the center line on a highway: The fuel tax must be increased. The Institute on Taxation and Economic Policy urges that it be indexed to rise automatically to allow for higher construction costs and lower per-mile fuel use.”
