Another recent study found that Florida’s taxes hit the poor the most, largely through the sales tax. Those at the bottom fifth in income in Florida pay 13 percent of their income in state and local taxes, while the state’s top 1 percent pay only 2 percent, said the Institute on Taxation and Economic Policy, a nonpartisan research group based in Washington, D.C.
