So WalletHub study author John S. Kiernan first tried to determine what constitutes a fair state and local tax system. His crew started with an online survey to gauge what was fair — from a percentage standpoint — corresponding to income levels. After equalizing those numbers to take out the variants that come from such things as a race, gender, political leanings and any number of other factors, the perception was compared to the reality of data from the Institute on Taxation and Economic Policy. A formula was applied that helped provide the rankings.That’s just sad.
