Consider that those Ohio families with annual incomes below $19,000 paid an average 12.3 percent of their income in state and local taxes. For those in the middle three quintiles, with incomes from $19,000 to $91,800 a year, the burden holds steady, from 10.8 percent to 10.4 percent, declining, though, as the income level climbs.
