As inflation pushes up the cost of construction materials such as cement and gravel, gas tax rates haven’t kept pace, meaning that revenues raised by states for transportation and other infrastructure projects can’t be stretched as far, according to Carl Davis, senior policy analyst for the Institute on Taxation and Economic Policy.
