Washington, for instance, collects about four out of every five dollars from a sales tax, the fifth highest in the nation. Oregon, on the other hand, gets a higher percentage of revenue from an income tax than any other state — almost three out of every four dollars. Despite its liberal reputation, Washington’s sales tax base — the state excludes groceries, but just included physical fitness services, for instance — is one reason the left-leaning Institute on Taxation and Economic Policy called the state’s tax system the most unfair in the country.
