State Tax Ballot Measures to Watch

News Release • ITEP Staff

With Election Day less than 2 months away, some of the most consequential state tax policy fights this fall are happening at the ballot box.

ITEP is tracking major tax measures across the country that could reshape state tax systems for years to come. Voters will weigh proposals to raise taxes on the wealthiest households and fund public services, as well as measures that would cut property taxes, restrict future tax increases, or make progressive tax reforms more difficult.

Among the states we’re watching:

  • California, where voters will consider extending higher income tax rates on the wealthiest households, a one-time billionaire wealth tax, and competing measures that could restrict or block new taxes.
  • Colorado, where competing measures would either establish a graduated income tax or constitutionally cap income tax rates.
  • Florida, where a property tax proposal could eventually cost the state billions of dollars annually and shift the tax landscape for homeowners, renters, and local governments.
  • North Carolina and Iowa, where voters will consider constitutional restrictions on lawmakers’ ability to raise revenue.
  • Washington, where voters could repeal the state’s newly enacted millionaires’ tax and prohibit future state and local income taxes.

ITEP experts are available to discuss these measures, their distributional and revenue implications, and broader trends.
