“Low-income families generally pay a higher percentage of their earnings on state and local taxes. The Institute on Taxation and Economic Policy, for example, said that in 2015, families earning less than $22,000 annually paid 10.4 percent of their income on state and local taxes. Those earning between $22,000 and $44,000 paid 9.3 percent of their income on taxes.”
