The Hutchinson News: DC group criticizes Kan. plan for cutting taxes

TOPEKA – A Washington think tank says a tax-cutting package in the Kansas Legislature would shift part of the tax burden to the state’s poorest residents.
The Institute on Taxation and Economic Policy is a research group that advocates for progressive tax codes. The group issued its analysis Tuesday, one day before the House and Senate expect to vote on the plan.
The plan would reduce individual income tax rates, phase out income taxes for 191,000 businesses and lower the sales tax to 5.7 percent from the current 6.3 percent in July 2013.
The institute says on average, the changes would raise taxes slightly for Kansans earning less than $20,000 while producing the largest cuts for those earning $400,000 or more.
Supporters of the legislation disagree, saying taxes would shrink for all Kansans.
