Rhode Island’s tax structure is regressive. According to the Institute on Taxation and Economic Policy, the top 1 percent pay just 8.6 percent of their income in state and local taxes, while the lowest-income residents pay 13.3 percent. That’s not equitable. That’s not sustainable.
