Analysis: How the HEROES Act Would Reach ITIN Filers

The HEROES Act, filed by the House Democrats this week, includes a new one-time payment of $1,200 per adult and child and extends the payment to ITIN filers and their families. The bill also includes a retroactive change to the CARES Act ensuring ITIN filers will also receive the initial payment under the CARES Act.

ITEP estimates more than 4.3 million adults and 3.5 million children would benefit from this change. The 50-state and national table that follows includes estimated total benefits under the HEROES ACT for both the retroactive changes to the initial payments and the new proposed payments.

The HEROES Act remedies the CARES Act, which included a targeted, one-time payment of $1,200 per adult and $500 for children sixteen and under but required every member of a household to have a Social Security Number, excluding millions of undocumented immigrants and their children and spouses, many of whom are citizens, from payments. Undocumented immigrants are living here, enriching our communities, contributing to our economy and some are working in jobs that public officials have declared essential. Excluding them is callous.

Extending rebates to undocumented immigrants who file taxes with an Individual Taxpayer Identification Number (ITIN) is a straightforward policy remedy.
