The Institute on Taxation and Economic Policy, a nonpartisan think tank, has conducted an analysis of all 50 states and found that Pennsylvania’s taxation policy is the sixth most regressive. That means the tax burden on poor residents, as a percentage of their incomes, is far higher than it is on wealthier residents.
