Jessica is a Federal Policy Analyst who supports ITEP with research and analysis of progressive tax priorities. Prior to joining ITEP in 2025, Jessica worked for the Center for American Progress, where she researched federal tax and budget policies. She graduated from Middlebury College with a degree in International Politics and Economics.

Joe supports ITEP in monitoring federal tax policies. His research focuses on progressive tax priorities to ensure corporations and the ultra wealthy pay their fair share. Prior to joining ITEP in 2021, Joe worked at the Congressional Research Service and the Bureau of Labor Statistics. He completed a master’s in applied economics at George Washington University and undergraduate studies at the University of Tennessee.

Steve is ITEP’s director of federal tax policy. In this role, he is responsible for setting the organization’s federal research and policy agenda. He is the author of numerous reports and analyses of federal tax policies as well as in-depth policy briefs that outline how the federal income tax and corporate tax code can be overhauled to improve tax fairness.
